I sent a note to Etienne Samson a while ago asking him to take a look at this, and he said he would, but I am not sure if anything further has happened with it. You could try the latest unofficial build of QS at http://code.google.com/p/blacktree-alchemy/downloads/list to see if it works there. If not, you can report the bug at http://code.google.com/p/blacktree-quicksilver/issues/list.
For the record, this is fixed in the alpha builds, but I hurt the ranking system a little, so altough entering non-ascii characters now find stuff, some stuff isn't ranked the way it was before the hurt.
