Hmmm. Sounds like that caused the plugin to be loaded. Perhaps the Services Module caused startup to take a long time and you hadn't waited long enough to see if the shelf catalog entries got created? Opening the menubar caused QS to explicitly look for things that go there and loaded things? Not the way it should work, but it might explain the behavior.

And one more thing Howard, you might want to know: there are still no
files in the shelves folder. The size of shelves folder is zero KB.

The files inside probably are empty (or non-existent) until you put something on the shelf or the clipboard history. After you do, they should be larger than zero :)
