It could be 10.5.7 or Spaces (which I don't use). But I suspect these
are different problems. My understanding is that QS always had some
issues with Spaces and with apps tied to specific spaces, but I'm not
sure what they are.

You're telling QS to send a file which happens to be an application
as
an attachment to a contact. Instead you probably want to bring up the
contact in the first pane and use the Compose Email action or if you
want to send an attachment do one of the following:
file, Email to..., contact
contact, Email item..., file
