Not to my knowledge, but you could install the constellation menus plugin and use the "show radial menu" action on any folder you'd like. It shows a radial menu that looks something like this: <http:// imgur.com/j4T4N>. The colors are based on the interface colors you've chosen, so it may or may not be as ugly as mine. ;) Size, label position and a few other parameters are also customizable. Hope this helps!
