I had the same problem, newly upgraded to Snow Leopard and having
trouble with modifier-only activation.
My preferred activation is double-shift. Tinkering with the
preferences, I found that setting SINGLE-shift
as the activator works as though it were a setting of DOUBLE-shift.
That is, it takes two taps of the shift key
to get things happening.
