Just updated from B57 to B58 and it fixed this problem on my machine (at least 
for now).  Running 10.6.3 on a 15" Core Duo MacBook Pro.
Absolutely no idea why it wasn't working, or why it's working now. But my 
ability to create new triggers is back!
