I have the same problem, refreshing does not work. I can however install plugins manually, could someone point me to the place where these precompiled plugins are located? I'm hoping to just wget them all or something.
(wouldn't it be possible to change the place where qs looks for plugins? It would be great to have a place where contributors could put updated/new plugins and have them show up in the qs qui.)
