Looking at the source for the plug-in, it tells Quicksilver to rescan if the 
last scan was more than 24 hours ago. (When Quicksilver rescans every 10 
minutes, what it actually does is ask each individual source whether or not it 
needs to be updated. The delicious source only says "yes" once per day.) If 
it's taking longer than that for you to see changes, something is broken. 
Otherwise, it's just the way the plug-in was written.

If you think the hard-coded interval should be changed (or made smarter), you 
could file an issue for it.
