What it does every 10 minutes is just ask each source if it needs to be rescanned. Most of them say “no” and nothing happens, so it's not a big deal to let it happen frequently. It shouldn't rescan anything just from activating (except maybe if it needs to reacquire the icon - maybe the icon is on a sleeping disk?).
