Well, I was an end-user until a year ago I’ve always felt this way.

What you call moving in Finder is really dragging. Whether or not it results in 
a move or copy depends on the context. I don’t think the same thing should 
apply to explicitly worded actions where there is only one context.

Meaning the alternate for copy would be move and the alternate for move would 
be copy.
