I think historically this has been a very common complaint/misunderstanding. But also, once you say "that's the way the finder behaves" most people say "oh, that's weird but ok". I agree it would be nice to fix, but I think it's hard to get right and that fact should affect the priority.
Too many people don't realize that the semantics of writing to a network volume are different than writing to a physically wired one (particularly regarding locking and caching and when the cache is guaranteed to be physically written to disk). This is why the difference is there in the first place and why for example Time Machine backups are supported differently over a network. Howard
