No, they never existed as actions, as in “Some Track ⇥ Increase Rating”. There are two ways to get to the rating commands. In the catalog preferences (under Modules → iTunes), enable the iTunes Controls source (can’t remember if it’s on by default). This will add various things (including Increase/Decrease Rating) to your catalog. That is, you’ll search for them in the first pane and they’ll always apply to the currently playing song/video.
