  Well, here's the deal... it's every app.  I'm using the default 'Bezel' 
interface.  I noticed something interesting happened after checking what 
the interface name was.  I selected the other interface and it popped right 
to the front of every app like it's supposed to.  Alas, after an hour or so 
passed, it resumed it's previous behavior.  Switching interfaces in the 
Appearances Preferences fixes it, albeit only temporarily.

  Is there some log I can email you that may reveal more?  The strange 
thing is this doesn't happen on my Macbook Pro 3,1 with 10.6.8.  I'm 
beginning to suspect either the buggy Wacom driver or WindowShade X.  While 
doing some bug testing on TotalFinder, I discovered WindowShade X was 
causing several refresh problems.  I'll continue sleuthing on my end.
