Just as an update on this, I did get to play with some ObjectiveC
(suggestions for improvements are welcome), and have created a very
basic plugin at:

https://github.com/craigfrancis/quicksilver.projects

It is hard coded to look for an "app" or "public" sub-folder to open
by default, with the project folders found in:

/Volumes/WebServer/Projects/

It's also setup to use TextMate 1... if you have TextMate 2 installed,
make sure its named something like "TextMate2.app".
