Like Patrick said, Finder is in /System/Library/CoreServices. The default 
“Applications” catalog entry only looks in /Applications (I think) so it won’t 
include things like Finder.app and Dock.app.

If you want them, you could add a custom catalog entry for that directory and 
limit it to applications, or switch to the “Find All Applications” preset 
instead (but that gets way too much in my opinion).

Personally, I install the Spotlight plug-in and add a Spotlight entry to the 
catalog that searches for

    kMDItemKind == 'Application'

That gets about 442 results instead of the 156 I get from the default.
