Joshua did you ever figure out what was happening?

This just started happening to me this week. I even updated to the latest 
b71 (3942) from the 69 or 70 that I previously had, to no avail.

Every time a new window or tab opens in Chrome 25.0.1364.58 beta the qs 
task viewer pops up and immediately hides itself - like it is only a 
fraction of a second between the time it is fully visible and the time it 
starts to disappear. 

I can't tell if any other actions are causing the task viewer to appear - 
the only one that does it consistently is chrome.
