An action, but not a keyboard shortcut.

It’s unlikely you’d do it on accident. You’d have to “encapsulate” a command 
first with ⌃↩, then choose the Add Trigger… action. I suppose it will also work 
on Recent Commands, if you have that entry enabled and call one of them up then 
run Add Trigger.

It’s only in B72, but if you search for “Add Trigger action”, you should find 
two mentions.
