That would make sense if the popup reflected some state, but it doesn’t. It’s more like a list of actions to perform. Since one of them is necessarily selected by default, you wouldn’t have any way to “run” it without the button. Or you could do everything from the appearance prefs and never touch the pre-set themes at all. There’s no way to make the popup reflect current reality.
