That was it. It had been set to "Path Finder Plugin," whatever that
is. Now
"Open" works (as does "Reveal" and "Get Path"). Thank you, Rob.

Path Finder is a Finder replacement that has a number of features you
may or may not care about. I would recommend it on 10.7 or 10.8 as it
doesn’t suffer from the “current selection” and “no services in
column browser” bugs.
Under 10.9, Apple has fixed the Finder selection bug and Path Finder has
been buggy with the new tags and multiple monitors, so it’s less
appealing in my opinion.
In any case, if you’re not using it, delete its plug-in.
