Not a proxy object, but there is a catalog entry by that name.

Commands are always given a name that’s meant to resemble a sentence. Some are nicer than others, but in any case, that’s what you’d search for to find a recent command directly.

If you’d like an idea what you’re looking for, some interfaces (Bezel, Primer, Nostromo, probably others) display the command’s “name” as you select items and actions.

Or is it just a Command-[ hotkey to cycle back through recent commands.

That will go back through recently selected items, but not commands (unless you recently selected one).

I feel like I used to be able to type "Recent Commands" and be able to right arrow into it to view a list of my recent commands, but this doesn't work
me now.

You should be able to do that, but it requires that the catalog entries themselves be listed in the catalog. In Preferences → Catalog → Quicksilver, make sure “Quicksilver Catalog Entries” is enabled. Then there should be an item called “Recent Commands (Catalog)” that you can search for and arrow into.

And of course you could create a trigger to run “Show Contents” or “Search Contents” on that.
