For posterity, I have learned after poking around online that 
~/Library/Caches is indeed excluded by default. You can verify this by 
running

defaults read 
/System/Library/CoreServices/backupd.bundle/Contents/Resources/StdExclusions.plist
 
UserPathsExcluded

and seeing that "Library/Caches" appears on the list.
