It sounds like the Open action is higher than Run[^1], which will make it the default for AppleScripts. By default, Run should be higher than Open, so I’m not sure why you’re seeing this. (I’m on a fresh install too, and haven’t moved either.) The Run action is built-in, so you should definitely have it. Confirm that it’s enabled in Preferences → Actions.

For triggers, you can pick whichever action you want before saving them, so the default doesn’t really matter, but if you want Run to be the default for Applescripts, make sure it’s higher on the list than Open (in the same part of the prefs).
