Is the problem just that you want QS's index to be updated as soon as the
volume is mounted, or do you actually want non-existent items in your
catalog?

I'm pretty sure the latter is a bad idea; after all, it isn't like you
could do anything with data that doesn't currently exist on your computer.

But by the sound of it the former would probably meet your needs quite
well. Normally, QS rescans once every ten minutes, but you can always
initiate a rescan either by pressing ⌘R in the QS command window or from
the Catalog section of QS's preferences window. However, you can also
configure QS to rescan whenever certain events happen. To do so, follow
these steps:

   1. Install the Event Triggers plugin.
   2. Enable the Internal Commands source in the Quicksilver section of the
   catalogue.
   3. Create an Event Trigger.
   4. In the Command section of the new trigger, put Catalog Rescan in the
first pane and Run in the second pane.
   5. In the Trigger section, configure it to run whenever a disk is
   mounted.

That should ensure that a rescan will start as soon as you mount a new
volume.
