No, the published instructions are correct:

Due to the large size of the package, you may prefer to install it in
/opt, instead of /usr.
Depending on your choice, replace <PREFIX> by /usr or by
/opt/libreoffice-4.3.0.4:
export LO_PREFIX=<PREFIX>
...
./autogen.sh --prefix=$LO_PREFIX \
...
