The rust tests are random. I've now raised [https://github.com/rust-
lang/rust/issues/41127] - for the moment I can see no point in running
whichever subset of the tests will be randomly chosen (at the test time,
not at the build time) for the current run, particularly since some
selections take a long time on a 4-core machine.
I still need to tar up a git clone of the rust installer for cargo (only
available as a snapshot, and that gives a zip file), then double check the
commands for that, but I'm nearly ready to add these packages.
