KDE installation

The installation for kdelibs and kdebase as given in the book creates a 
couple files in /usr/etc. It should be consistent with the rest of the 
book in putting all configuration files in /etc, so "--sysconfdir=/etc" 
should be added to the configure command for kdelibs and kdebase.
