Yes, this has been mentioned before, but unfortunately never put in BugZilla. It is much less an issue if KDE is installed into /opt, however, config files in /usr/etc is simply a bad thing. I am tired and going to sleep. I'll try to BZ this tomorrow if nobody has done it since. BTW, the --sysconfdir should be to /etc/kde, not just /etc. Just like GNOME is.
