Just discovered that the recent bugfix to reorder the CUPS and Samba bootscripts didn't fix anything. The CUPS instructions install default bootscript symlinks that used to be overwritten with the BLFS bootscript symlinks. This is no longer the case, and there is now two sets of startup and shutdown symlinks for the CUPS daemon.
