After I made the initial comment about the transient version, I did some
more research.  I beleieve right now that either the patch or the point
release on the ntp website will work, but using the point release gives
a little more of an update to the package and makes things slightly
easier for us to integrate in the book, both now and when 4.21 comes out.

I do not, however, want to track any other point release between the
current one and 4.21 unless there is a compelling reason such as
security or functional breakage.
