Definitely.  I remember thinking the same thing you thought when I
first read that some time ago.  How bout this:

"By default, users on the system do not create directories and files
with group write permission.  However, for non-system users whose user
name and group name are the same, it is generally safe to enable group
write permission."

Eh, that still kind of sucks, but it's closer.
