Snipped everything else, as I think you have not done justice to
the question, Bruce. We need to know other things:

1) how will this link be presented?
2) will there be accompanying text?
3) will it be anything other than a normal external link?

Here's why I say you must rephrase the alternatives, and better
define how it will be done.

If there is some introductory text to the link, explaining that
the following link contains some information that may or may not
be applicable to you (the reader), then it can be upfront and
prominent. And actually doesn't matter where it is on the page.

So, instead of typing my ass off trying to explain alternatives,
let me just say there should be introductory text explaining the
link, and that the information contained in that page may or may
not be of any value to you (the reader), and that they should
consider that anything suggested by the information on the link
should be carefully considered if it may or may not work for
you.

With some introductory text similar to above (I typed it so fast
I don't even know if sound right, and I don't proofread), it
*really doesn't even matter where the link is*.

So, let's step back, think about what the introductory text to
the link should be, then, and only then is it fair to ask the
question you are asking now.
