That's right.  I tried several iterations and was using openssl as a
testbed.  Some other places also got in though.  I'd like to settle on:

   <para condition="html" role="usernotes">User Notes:
   <ulink url='&blfs-wiki;/OpenSSL'/></para>
</sect2>

Where the </sect2> is the first one in the page.

This gets rendered as:
  <p class="usernotes">
    User Notes: <a href=
    "http://wiki.linuxfromscratch.org/blfs/wiki/OpenSSL";><span class=
    "url">http://wiki.linuxfromscratch.org/blfs/wiki/OpenSSL</span></a>
  </p>

After the pages are updated, we might try playing with the css to tweak
the appearance.
