Bruce Dubbs closed the http://wiki.linuxfromscratch.org/blfs/ticket/1957
(Packages that don't work in multibyte locales and cannot be fixed) with the
following comment:
I am going to mark this as won't fix. If we mark pages as not having
UTF-8 support, it implies that we have tested every other page as having
adequate UTF-8 support and that isn't true.
You can always add a comment to the usernotes to document this behavior.
Therefore, we have a consistency issue: this behavior is already documented for
unzip and mc in the book, not in usernotes.
If we are going to follow Bruce's suggestion, please remove the entire "Locale
Related Issues" page, for consistency reasons.
However, that page already contains the following words: "If a package is not
listed here, it does not mean there are no known locale-specific issues or
problems with that package. It only means that this page has not been updated
with the locale-specific information regarding that package." So Bruce's "we
haven't tested everything" comment is already addressed.
Also, the main approach to building a working UTF-8 based system is exactly to
avoid broken packages. Importance of such marking of unfixable packages (in the
book, not only Wiki!) has been already stressed in

So, which route do we go?
