I don't think I agree with Bruce's closing of the ticket. I think as much information as possible about "This package or this functionality will not work if you use character set A-B-C" should be in the book. While I agree that the implication that all packages have been thoroughly tested is not desirable, I think it is wrong to abandon what we do know or relegate it to the Wiki. I think the bug should be reopened because it helps track which packages will need info in the book. Bruce's statements would imply that each package in the book is thoroughly tested in other aspects of functionality. We all know this isn't true. You build a package and try to test it the best you can. If you find something is broken, report it. That's what Alexander has been doing, and I think this information should be in the book.
However, that page already contains the following words: "If a package is not listed here, it does not mean there are no known locale-specific issues or problems with that package. It only means that this page has not been updated with the locale-specific information regarding that package." So Bruce's "we haven't tested everything" comment is already addressed.

Also, the main approach to building a working UTF-8 based system is exactly to avoid broken packages. Importance of such marking of unfixable packages (in the book, not only Wiki!) has been already stressed in http://archives.linuxfromscratch.org/mail-archives/blfs-dev/2006-April/014533.html
I still stand by my sentiment that while the book is in a development state, it is easier to discuss problems and workarounds on the Wiki. And I still believe that when the book is released, all available information should be in the book.

In that post, DJ has similar sentiments about including everything in the book. I'm unsure of actual implementation WRT Locale Related Issues page vs. Package page. So, sorry for not having an opinion on whether the Locale Related Issues page itself is needed.
