I think you hit it on the nose when you mentioned getting Manuel
involved. :-)

It just doesn't seem that difficult to semi-automate, and Manuel
is the guy that could make it happen; he's an XML and bash expert.

Need I say more?

Anyway, I see having to:

1) Parse general.ent for package updates (comparing to a master list).
2) Use the download URL in the package XML to update the tarball
   on the master server if a change is noted.
3) Parse all the XML files for changes to any additional downloaded
   files in each package (examining XML similar to the patches
   technique, however it probably is a bit more difficult than the
   patches)

Seem reasonable?
