The two tickets #1957 and #1993 need some discussion. We need to decide whether we want to put explicit warnings and fixes in the book for packages that have issues in certain locales/charsets.
I'm willing to push in the fixes that Alexander has put on the Wiki, but as has been pointed out, I'm a goon in this area. Really, I'd just be copying and pasting. So, this question is more geared towards Alexander. The alternative is to go with what's in the book and place some text at the top of the Locale Related Issues page that boils down to "look on the Wiki for information for individual packages".
