Sure, but I was thinking about the other situation. Suppose that a program 
works with HAL through one of the bindings, but can (maybe optionally) 
utilize Python for completely unrelated reason. Before my commit, this 
unrelated-to-HAL dependency on Python would be missed because it would be 
considered a duplicate of the existing dependency of HAL on Python.
