If the .pc file is formatted correctly, then yes, any program should have
the information to link to the libraries.

Not sure what you mean. The mozconfig files are not symlinks, they are
actual files in the 'auxfiles' part of trunk. In fact, both Xulrunner
and Firefox did not have links to the mozconfig files on Anduin (book
link was broken) for the past couple of updates. Anyway, fixed now.
