Well, we have dozen of such packages (take a look at libsoup for example). Package is only required if you cannot disable it in any means. But llvm can be disabled, and since it is enabled by default, we set it as recommended, but provide instructions on how to disable it. Same thing is done for libsoup, libgnome-keyring is required (but set as recommended on the page) if --without-gnome is not used.
