The only case where Udev helps is if you want to plugin a new input device while the Xorg Server is running and for me that only happens on my netbook where I sometimes plugin a mouse. Lots of scripts have #!/usr/bin/perl or #!/usr/bin/python in their shebang but it's trivial to fix them with a sed. It's not hard to live without /usr.
