Typically we mention all executables in /bin, /sbin, /usr/bin, /usr/sbin, but if it's a helper file, say that in the explanation. For example see http://www.linuxfromscratch.org/lfs/view/development/chapter06/grub.html I added grub-bios-setup, grub-sparc64-setup, and grub-ofpathname and say they are helper programs. Some of the others not marked as helper may in fact be additional helpers. I didn't check all the existing entries.
