Looking through the out of date packages, I see serf-1.2.1 -> 1.3.0.

I looked at updating it and there is:

"serf uses SCons 2.x for its build system. If it is not installed on
your system, then you can install it onto your system."

I'm not really enthused about adding another build system to BLFS for 
one minor package.

The alternatives are to leave serf at the current 1.2.1 version, remove 
it from the book, and replace the link as an external link, or put the 
new build system in the book.

The only place I see serf is used is in subversion for http access 
(instead of the native svn: access).

My leaning is to demote serf to an external reference.

Thoughts?
