It seems to me that we ought to do a "regular" install of dbus.
Certainly, that appears to be the easiest apparent solution on a
non-systemd machine.

Did that, killed X, restarted dbus, ran startx : as I expected,
parole now works.

Had you done http://www.linuxfromscratch.org/blfs/view/svn/general/dbus.html
in your first test? The only thing installed there is

install -m 755 tools/dbus-launch /usr/bin

Yes, I did (the page currently called dbus-launch) : dbus from lfs,
only dbus-launch from blfs. And the message I searched for came
from dbus-daemon. When I go back to that machine in a little while
I'll check to see if the text is still present in the full-blfs
dbus-daemon.

In my previous (systemd) build I booted sysv and used that until I
had built firefox. Along the way I did a full dbus rebuild before I
switched to using systemd. Your change to use a separate
dbus-launch came after that.

OK, I've progressed through the lxsession-shutdown code and just started on console-kit-daemon. In between is dbus. I'm learning as I go, but the flow is fairly straight forward. I'll continue to dbus after a while.
