I don't agree with this interpretation. Ever since we broke out the individual drivers for Xorg, my presumption was that users should (and do) build only those drivers that support their hardware. Indeed, input only really needs the evdev driver. For output the fbdev and vesa are fairly universal, but the other drivers are specific for hardware. It's a rare person that needs the cirrus, mga, r128, or sis drivers any more.
