Oh, I see now: the problem is that the .xml is iso-8859-1 encoded!
Problem is: if somebody (Bruce maybe) wants to edit the book and
is not setup for UTF-8, any non-ascii character will appear as
garbage. I know that Ken says he uses en_GB@UTF-8, so this should not
be a problem for him.
I normally leave LANG and LC_* unset. I prefer the books use the lowest
common denominator. I do use settings in my mail and browser clients
that handle UTF8 settings properly.
