Why not ? If it is listed AND has an index entry, then people can find it in longindex.html. OTOH, we often do not provide index entries for some things, particularly libraries - I am guessing that is mostly because we don't know exactly what they do (if there is one library in a package, we can usually make a guess, but if there are many then it depends on finding documentation.
