I have no idea what is the best approach for gnome.  I might take
some time to try to build it this summer, and I might look again at
mate - I thought that mate-character-map was no longer developed,
but at
https://github.com/mate-desktop/mate-character-map
I can see that there was a change two months ago.

But please, do not worry about my comments on gnome - Bruce has
tested it for this release, and there is no further action required.

As to file managers in general, I find them much harder than using a
term.
