I have had the same problem here with VLC.
It was solved by configuring the kernel with :
Processor type and features :
             Timer frequency : 1000Hz

CONFIG_HZ_1000=y
CONFIG_HZ=1000

Now, vlc can play video without pausing/buffering all the time.

Thanks, that is very interesting - I was starting to think that
perhaps there was something in the kernel config, but I could not
guess what it might be.

I'm still a long way from changing the kernel on the SandyBridge i3,
but on the haswell i7 I've built 4.7.0 with that change: the
version of vlc in the book now plays my DVD without any problems.
Finally installed 4.7.0 on the SandyBridge i3 (running BLFS-7.9), and
with this change vlc now plays DVDs well on both boxes, so once
again: Thanks.

Very fine Ken.
Thay's confirming to me vlc needs really a 1000Hz timer on any system.
I was glade to help you.
