I don't have that. what I do have are
/usr/share/vim/vim81/syntax/diff.vim
/usr/share/vim/vim81/ftplugin/diff.vim
The first of those has UTF-8 translations for some messages in
certain languages.
And the syntax highlighting is working fine, it's only UTF-8 in the
diff which is not rendered.
