Well, maybe not... Note that gnome wayland seems to run ok now.

Actually, why is it important to have the clock set to local time when /usr is
not mounted?

I'm going to change /etc/localtime to a symlink. The reason we wanted the time correct without /usr mounted was to have the timestamp in the logs correct.
